1. Repeat Violent Offenders

A criminal who is convicted of a violent offence and sentenced to prison for five years or more will not be eligible for parole if they have previously been convicted of a violent offence and sentenced to five or more years in prison. These offenders will serve the full length of their sentence in prison without parole.

Offenders who are denied parole under this policy will, after their release, be monitored for a fixed term on top of their prison sentence.

The violent crimes that can attract a sentence of five or more years include: attempted murder, kidnapping, sexual violation, attempted sexual violation, indecent assault, aggravated robbery, aggravated burglary, grievous assault, some cases of serious assault, and manslaughter.

2. Murderers

A criminal who is convicted of murder will not be eligible for release if they have been previously convicted of a violent offence and sentenced to prison for five years or more. For these murderers, a life sentence will mean life in prison.

3. Costs

We estimate that under this policy the prison population will rise by an additional 572 offenders over the next three years. This may mean we will have to build a new prison at a capital cost of about $314 million and additional annual operating costs of about $43 million. This will be funded from the capital and operating spending outlined in National’s fiscal policy.
