Wellington, Oct 28 NZPA - Councils will in future have to pay much closer attention to their core functions and produce financial reports that ratepayers can understand, Local Government Minister Rodney Hide said today.

He released proposed changes to the Local Government Act which have been signed off by Cabinet.

He said they would ensure that council costs, rates and activities were better controlled.

"Ratepayers want and need greater confidence in their councils, and to have access to better, more easily understood information about the spending and performance of their councils," he said.

"These reforms will enable that to happen."

Cabinet did not agree with one of his proposals, that councils should hold non-binding referenda before embarking on major projects, but Mr Hide said he was satisfied with the package that had been signed off.

A bill will be introduced to Parliament before the end of the year and the changes will be enacted before the next local government elections in October next year.
