Wellington, Aug 19 NZPA - The Government has announced terms of reference for its review of special education and says the goal is that every child and young person reaches their potential.

Associate Education Minister Heather Roy said the review would be in two stages.

The first, starting immediately, would review access to and allocation of special education funding, services for special needs children and how to implement the additional $51 million funding allocated in the budget.

The second phase, starting late this year, would deal with issues relating to workforce, transitions, service development, integration and collaboration between agencies.

"Act and National in government are committed to widening choice in education for all students and their families, and are dedicated to providing them with the opportunities and tools they need to fulfil their potential," Ms Roy said.
